The community grew up around a sawmill operated by Milt Scroggins, from whom it takes its name, and it became a shipping point on the East Line and Red River Railroad after the line was built through the area in 1877. In the modern era, Scroggins has become best known for its location on Lake Cypress Springs, a reservoir in Franklin County that has attracted lakeside residential development.
