The city's origins are unusually recent and specific. Harker Heights was incorporated in 1960, growing from a residential subdivision developed on land owned by Pinckney R. Cox and Harley Kern—the latter giving the city part of its name. The development was driven by demand for housing from military personnel stationed at the expanding Fort Hood, now Fort Cavazos.
